Even in prestigious universities they have computers with no browser besides Internet Explorer. And it’s not even the latest update…it’s Internet Explorer 6 they’re using. But as Ken mentioned, everyone uses their Keitai to e-mail, browse the web, shop, and etc.

Maybe they are not considering mobile browsers as a type of web browser?
