Occasionally I'll see that word pop up but I don't know if I have ever actually read one. Like stock trading, it is a big mystery to me. It's one of those things that is on my list of "things to learn about so that I don't remain a total idiot for the rest of my life..." but never seem to get around to because I am too busy filling my brain with useless trivia. My school had a whole shelf of them, each volume was at least an inch thick. Anyone who tries to read a whole paper is either insane, or will be driven insane. The bulk of the papers were statistical results. The papers I read didn't seem to be policy related, nor related to legislation.
