		<description>I honestly have no clue what a 白書 is. Occasionally I'll see that word pop up but I don't know if I have ever actually read one. Like stock trading, it is a big mystery to me. It's one of those things that is on my list of "things to learn about so that I don't remain a total idiot for the rest of my life..." but never seem to get around to because I am too busy filling my brain with useless trivia.</description>

		<description>I'm not sure it is really possible to "read" some government White Papers. My school had a whole shelf of them, each volume was at least an inch thick. Anyone who tries to read a whole paper is either insane, or will be driven insane. The bulk of the papers were statistical results.

The papers I read didn't seem to be policy related, nor related to legislation. The ones I read seemed to be almost entirely devoted to public opinion surveys.</description>
