		<description>Cool Biz makes a lot more sense than Warm Biz; in office environments - large buildings with lots of people and equipment passively heating the premises - the savings of keeping cooler in winter are very small to nonexistent.  Turning down air conditioners in summer, on the other hand, gives you a very substantive energy savings, and you get it at the time of year when energy use is at its highest.</description>
