		<description>I tend to associate "voice chat" with things like Skype, which a lot of Japanese people do use (though not a lot, it seems, as evidenced by this poll). 

The second site you linked looks rather dodgy to me also, and even if it did allow foreigners I doubt most would ever use it. Something about the Geocities-esque design of text plopped on a black background without any more details except for a link to a login page just seems untrustworthy. Not to mention the "agreement" page is a broken link. It makes me think it might be connected to some sort of dubious business...</description>
