Here in South Africa we've been having to pay for grocery bags for a while now. The price is very nominal (about 20-30 cents a bag), and the law was implemented in order to try aid recycling. I don't know how successful it's been (most seem fine to cough up the small charge each time), however I am aware of a growing trend to look after those bags and re-use them for shopping, collecting rubbish (though a lot of people have been doing that anyway) and carrying other things. Slowly, it seems, people are starting to value the bags now that they cost something.

Several of the large supermarkets are offering canvas shopping bags (with the logo, etc all over it) for sale as an alternative, and those come in very handy as one of them lasts a very long time :)
